What it actually is
Vinyl fencing is built from PVC, not wood at all, formed into panels and posts rather than milled from lumber. Because it is not wood, it does not carry what wood carries: no grain, no natural color variation board to board, and none of what makes cedar or pine behave the way they do in Southeast Texas humidity.
How it actually differs from wood
Vinyl does not rot, and it does not warp or cup the way pine can if a board dries unevenly. It is not a food source for the insects that go after wood, so there is no pest angle for you to plan around the way there is with a wood fence line. The maintenance side is the real practical difference: a wood fence wants staining or sealing on a real schedule if you want it holding its color, and vinyl does not take a stain or a seal at all, it just gets washed off when it needs cleaning. Your posts still sit in the same clay either way, so that part of the job does not change.
The tradeoff, stated plainly
None of that makes vinyl simply better, it makes it a different material for a different look. Wood carries a warmth and a grain vinyl cannot, and a lot of what people want out of a fence, especially a cedar privacy line, is that look specifically. Vinyl is the pick if you have already decided the material itself matters to you more than getting a wood look, not if you are still choosing between cedar and pine.
